No FMLA with Kaiser?

I’m new to Kaiser, so excuse my ignorance.

I used a provider from Anthem for the last 4 years and in May 2024, I had an FMLA packet/note written by my PCP for obgyn related issues (I’ll spare you the details). Process was easy breezy as it was completely reasonable and discussed with my PCP.

I visited my primary with Kaiser last week and mentioned needing to renew my FMLA, as it was only written for a year. Primary said visit an Obgyn since it was a medical issue related to that. Visited with obgyn and she says she has never heard of writing a note for FMLA and that she would have to consult with her colleagues to see if she is required to do this. She says that I can take FMLA anytime I want for any reason such as a sick spouse, or to give birth to my kid. I am well acquainted and explained to her that as an employee of the state, we are required to have substantiation, and even showed her the FMLA packet. I explained I understand it’s federally protected time, however, I can’t just “take it” when we I want. If it’s for a medical reason pertaining to my own health, I need to have substantiation. I was so taken aback and at a bit of a loss for words by the tone of the conversation, complete lack of willingness to listen, and lack of knowledge. I would think as a health care provider, Kaiser doctors would be a bit better versed in this.

Is this a common Kaiser issue? If it helps, I am in the Central Valley (Fresno-ish) area.
