I bought something and not sure if it is scam?

As a background I bought a tractor part from a person I contacted in a John Deere group. She seems real since I found her instagram of her family and I was okay it's real. I pay her 500$ first and when I received the tracking number other 500$ (total 1000$). The next day I contacted the deliver company named global logistics company (supposedly located in Kentucky) I thought it was 100% real and sent them a fee they asked to deliver my package (430$) that was going to be refund when deliver the package. The next day they asked me 600$ for a city permit so they can deliver the package and start arguing with them that it doesn't exist. The lady who sold me the part also said she always use them bla bla and tried to convince me to pay other 600$. Also u payed her 200$ of the delivery. And know I just lost >1000$ in this bullshit. I didn't continue answering her since she said to me: this is no about the money is about you getting the package pay the city permit fee. Obviously I said no and ghost her. Do you think it is scam or not? I am 100% with the idea she is in complot with that company.
